The airport is located within the towns of Newburgh and New Windsor, about 10 miles west of the city of Newburgh.
The history of Stewart International Airport dates back to the 1930s when it was established as a civilian facility known as Newburgh Airport. In 1930, Thomas "Archie" Stewart, an early aviation enthusiast, convinced his uncle, Samuel Stewart, to donate "Stoney Lonesome", a property split between Newburgh and New Windsor, to the city of Newburgh for use as an airport. However, due to financial constraints during the Depression, the city was unable to develop the site.
In 1934, Douglas MacArthur, the superintendent of the United States Military Academy, proposed using the airport for flight training cadets. The city sold the land to the military academy for one dollar, and a small dirt airstrip was cleared and graded. During World War II, the airport was used by the United States Army Air Forces as a military airfield, and many barracks and buildings were constructed, some of which still stand today.
In the 1970s, the airport underwent a major renovation and expansion under the administration of Governor Nelson Rockefeller. The Metropolitan Transportation Authority acquired additional land, tripling the airport's territory to accommodate terminals, runways, and a buffer zone. On March 1, 1970, the facility was re-dedicated as Stewart Airport, returning to its originally conceived concept as a regional commercial civilian airport.
In 1980, a portion of the facility was used to establish the Stewart Air National Guard Base by an agreement between New York State and the NY Air National Guard. The airport gained national recognition the following year as the arrival airport for American hostages freed from Iran. In 1989, a major airport expansion was announced, including the construction of a passenger terminal and the provision of sufficient parking space.
In 2000, the airport became the first U.S. commercial airport to be privatized when the United Kingdom-based National Express was awarded a 99-year lease. However, they faced opposition to their plans to change the facility's name and eventually sold the rights to the Port Authority of New York and New Jersey, who voted to acquire the remaining lease. In 2018, the airport was rebranded as New York Stewart International Airport to emphasize its proximity to New York City.
