After returning to Boston, he successfully ran for a seat on the Boston Common Council in 1899 and subsequently won elections to the Massachusetts state legislature as both a representative and a state senator.

During World War I, Logan rose to the rank of major general and was given command of the 26th Infantry Division of the United States Army.
