The Ministry of Defence then suggested that the state consider sites south of Begumpet Airport, and by October 1998, three possible locations had been identified: Bongloor, Nadergul, and Shamshabad. Shamshabad was selected due to its convenient location near two highways and a railway line.
In November 2000, the state government and the AAI signed a memorandum of understanding on the greenfield airport project, establishing it as a public-private partnership. Through a bidding process, a consortium consisting of Grandhi Mallikarjuna Rao (GMR Group) and Malaysia Airports Holdings Berhad was chosen as the holder of the 74% private stake. In December 2002, Hyderabad International Airport Ltd (HIAL), later renamed GMR Hyderabad International Airport Limited (GHIAL), was created as a special purpose entity, into which the state, AAI, and GMR–MAHB placed their stakes.
Construction of the airport began in March 2005 when Sonia Gandhi laid the foundation stone. The airport was inaugurated in March 2008, amid protests from some airlines over high ground handling rates. The airport is spread over 2,200 hectares (5,500 acres) and is the largest airport in India by area. It is the fourth busiest airport in India by passenger traffic, handling over 25 million passengers and around 150,000 tonnes of cargo between April 2023 and March 2024.
