The Canada Border Services Agency (CBSA) facilitates the flow of legitimate travellers and trade, enforcing more than 100 acts and regulations to keep the country and Canadians safe. The CBSA also identifies instances of cross-border trafficking and helps potential victims. The ArriveCAN app allows travellers to make customs and immigration declarations in advance, saving time at the border. This service is available at participating Canadian airports. Interestingly, there are six airports that straddle the Canada-US border, including Piney Pinecreek Border Airport and Coronach/Scobey Border Station Airport. These airports present an intriguing loophole where aircraft can land in the US and then roll to a stop in Canada.

The CANPASS Private Aircraft program allows access to more airports and faster clearance
The program allows operators to land at any airport of entry (AOE) at any time the airport is open, regardless of customs, immigration, and quarantine (CIQ) hours. This is a significant advantage, as it provides greater flexibility and convenience for travellers. All members must be admissible to Canada under applicable immigration laws and meet the necessary criteria, including having no criminal record and no violations of customs or immigration legislation.
The CANPASS Private Aircraft program is not just limited to specific airports or times, making it a more attractive option for those seeking efficient and seamless travel between the two countries. It is important to note that all travellers aboard the aircraft, including the crew, must be CANPASS program members, and the aircraft cannot carry more than 15 people.
Additionally, the reporting process for the CANPASS Private Aircraft program is straightforward. Travellers on private non-revenue aircraft carrying no more than 15 people (including crew) must report to the CBSA using a telephone clearance reporting system. This system allows for a quick and efficient declaration process, further expediting the border crossing experience for eligible travellers.
Overall, the CANPASS Private Aircraft program offers enhanced accessibility to airports and faster clearance through streamlined customs and immigration procedures. It is a valuable option for eligible travellers seeking a more efficient and flexible way to enter Canada by private aircraft.

Six airports straddle the Canada-US border, including Piney Pinecreek
There are six airports that straddle the Canada-US border, including Piney Pinecreek Border Airport, which closed down in 2024 after serving both countries for over 70 years. The airport was located 2 nautical miles northwest of the central business district of Pinecreek, in Dieter Township, Roseau County, Minnesota, US, on the Canada–US border. It was jointly owned by the Minnesota Department of Transportation and the government of Piney, Manitoba, and shared by the rural communities of Piney, Manitoba, and Pinecreek, Minnesota.
The idea for the airport was conceived in 1949 by local resident and aviation enthusiast Eugene Simmons, who wanted to expedite cross-border general aviation traffic. The airport opened on July 29, 1953, with a grass runway that stopped just before the international border. In 1972, an extension was proposed to allow larger aircraft to operate, but this required extensive negotiation between local and national governments as it would cross the Canada-US border. The extended runway was finally dedicated in 1978, and the airport was declared the "world's first binational airport" by the New York Times in 1979.
Piney Pinecreek had two aprons that allowed passengers to deplane in either country and walk to their respective customs authority. Pilots and passengers in Canada had to walk across Provincial Trunk Route 89 to report to the Canada Border Services Agency, while the US border station was located on the airport side of Minnesota State Highway 89.
The five other airports that straddle the Canada-US border are:
- International Peace Garden Airport
- Coronach/Scobey Border Station Airport
- Coutts/Ross International Airport
- Whetstone International Airport (Del Bonita/Whetstone International Airport)
- Avey Field State Airport (also known as Avey Field State/Laurier Airport)

The ArriveCAN app allows travellers to make customs and immigration declarations before flying
The ArriveCAN app allows travellers to complete customs and immigration declarations before flying into Canada. This feature, known as Advance CBSA Declaration, enables travellers to answer questions and submit the necessary information up to 72 hours in advance of their arrival. This digital self-service tool offers a more modern and efficient travel experience, as it reduces the time spent at primary inspection kiosks or eGates upon landing in Canada.
To utilise the ArriveCAN app, travellers must first confirm their passport information or Canadian permanent resident card details. The app accepts various official travel documents, including passports and permanent resident cards. It is important to note that the Advance CBSA Declaration feature is currently only available to international air travellers arriving at selected airports in Canada.
By using the ArriveCAN app, travellers can prepare their declarations at their convenience and from any location up to three days before their flight. This advance preparation can help streamline the arrival process and enhance the overall travel experience. Additionally, travellers can review and modify their declarations before final certification, ensuring that any necessary changes are made prior to arrival.
The use of the ArriveCAN app and its Advance CBSA Declaration feature is entirely optional. However, it is designed to benefit travellers by expediting their entry process upon arrival in Canada. Travellers can benefit from shorter wait times and faster clearance at the airport, making their journey more seamless and enjoyable. This technology demonstrates Canada's commitment to implementing innovative solutions that improve the efficiency of border management while maintaining the necessary security measures.
It is worth noting that the ArriveCAN app previously served as a platform for uploading COVID-19 vaccination records for travel to Canada. However, as of October 2022, COVID-19-related travel restrictions to Canada have been lifted, and vaccination records are no longer required or available via the app. Nevertheless, the ArriveCAN app continues to play a significant role in facilitating customs and immigration processes for travellers flying into Canada.

The Canada Border Services Agency (CBSA) facilitates legitimate travellers and enforces regulations
The Canada Border Services Agency (CBSA) is a federal law enforcement agency that is responsible for border control, immigration enforcement, and customs services in Canada. The CBSA facilitates the flow of legitimate travellers and trade and enforces more than 100 acts and regulations that keep Canada and Canadians safe. The CBSA is responsible for ensuring that foreign nationals comply with the Immigration and Refugees Protection Act (IRPA), which is one of the many acts, regulations, and international agreements that the CBSA enforces.
The CBSA manages 117 land border crossings and operates at 13 international airports, including Toronto Pearson International Airport (YYZ), Vancouver International Airport (YVR), Montréal–Trudeau International Airport (YUL), and Calgary International Airport (YYC). The CBSA offers 24-hour service at 117 of its land border crossings and 10 of the 13 international airports it serves.
To facilitate legitimate travellers, the CBSA has implemented the ArriveCAN app, which allows travellers to make their customs and immigration declarations in advance of their flight, up to 72 hours before departure. This modern travel tool enables travellers to prepare their declarations at their own pace and from the location of their choice. The CBSA also works closely with Immigration, Refugees and Citizenship Canada to enforce immigration laws and facilitate the removal of inadmissible individuals from the country.
In addition to its facilitation role, the CBSA enforces regulations and security measures. The agency employs detector dogs and advanced technology to detect and prevent contraband, prohibited items, and illegal border activities. The CBSA's Intelligence program collects and analyses information from various sources to support operational decision-making and balance security concerns with the flow of people and goods. The CBSA also operates detention facilities, known as immigration holding centres, in Laval, Quebec; Toronto, Ontario; and Surrey, British Columbia.

The CANPASS office provides arrival report numbers if no customs officer is present
The CANPASS service is a program that expedites border crossings for frequent, low-risk, pre-approved travellers from the United States entering Canada. CANPASS has two programs: CANPASS Corporate Aircraft and CANPASS Private Aircraft.
CANPASS members must call 1-888-CANPASS (1-888-226-7277) to report their entry into Canada. This is the only recognised number for registering your CANPASS entry. If the 1-888 service is unavailable, pilots can use the regular business numbers for the TRC (Telephone Reporting for General Aviation Aircraft). However, long-distance charges may apply.
If an aircraft has to land in a location that is not designated for customs reporting, such as due to weather conditions, the pilot must call 1-888-226-7277, the nearest CBSA (Canada Border Services Agency) office, or the Royal Canadian Mounted Police office. Depending on the circumstances, the flight may be cleared over the phone, or the pilot may be asked to wait for a CBSA officer to arrive at the site or to fly to the nearest AOE (Airport of Entry) as soon as possible.
The CBSA facilitates the flow of legitimate travellers and trade and enforces more than 100 acts and regulations to keep Canada and Canadians safe. Travellers can also make customs and immigration declarations using Advance Declaration in the ArriveCAN app before flying into one of Canada's participating airports.
