Southwest argued that the Civil Aeronautics Board (CAB) had no jurisdiction over purely intrastate flights and received a Texas state air operator's certificate to operate from Love Field.

The establishment of Southwest Airlines at Love Field led to a series of legal battles with Fort Worth and DFW Airport, which sought to prevent expansion at Love Field and protect DFW Airport's financial stability. These battles culminated in the Wright Amendment, which restricted air service at Love Field to locations within Texas and four neighbouring states (Louisiana, Arkansas, Oklahoma, and New Mexico).

However, the Wright Amendment did not apply to Southwest Airlines' intrastate flights, and the airline continued to build its operation at Love Field. The Shelby Amendment in 1997 further amended the law to allow flights to three more states: Kansas, Mississippi, and Alabama.

In 2006, a compromise was reached to repeal the Wright Amendment, with conditions including a ban on nonstop flights outside the designated zone until 2014 and a permanent reduction in Love Field's gate count from 32 to 20. Southwest Airlines currently leases 18 of these 20 gates.
