Shanghai Pudong International Airport currently has four runways and two main passenger terminals, T1 and T2, which are flanked on both sides by four operational parallel runways. Terminal 1 opened on 1 October 1999, along with a 4,000-metre runway and a cargo hub. The exterior of Terminal 1 is shaped like a seagull, and it has 28 gates, 13 of which are double-decker gates. The capacity of Terminal 1 is 20 million passengers, and it covers an area of 280,000 square metres. The gates for Terminal 1 are 1–12, 14–32 (linked with jetway), while the remote gates are 200–203, 251–258 (Domestic), 208–212, 213–216 (International).

It was used as an air force base during the Second Sino-Japanese War and by the Republic of China and People's Republic of China governments. The airport was rebuilt for civilian use and reopened in 1964, with the original Terminal 1 and control tower opening that year. A major expansion took place from 1988 to 1991, and in 1997, construction began on Shanghai Pudong International Airport to relieve the load on Hongqiao Airport.
