The airport was established in 1935 as Charlotte Municipal Airport, a civilian airport owned and operated by the city of Charlotte. Works Progress Administration (WPA) funding made this project possible, with the airport being the largest single WPA project in the United States at the time. The airport incorporated a terminal, hangar, beacon tower, and three runways. In 1936, Charlotte Municipal Airport opened, with Eastern Airlines operating two commercial passenger flights a day in 1937.
