After completing his medical studies in 1935, Ramgoolam returned to Mauritius and worked to improve the living and working conditions of the majority of the island's population, who were descendants of indentured Indian labourers and enslaved Africans. He joined the Labour Party in 1947 and served in various local political offices from 1940 to 1953, including as Municipal Councillor and Mayor of Port Louis. In preparation for Mauritius's independence, he held positions such as Secretary of the Treasury, Minister of Finance, and Chief Minister in the colonial administration.
On 12 March 1968, Mauritius gained its independence, with Ramgoolam serving as its first Prime Minister. He led the country from 1968 to 1982 in a series of coalition governments. During his tenure, he is credited with leading the country to independence and promoting voting rights and workers' rights. In recognition of his contributions, he was knighted by Queen Elizabeth II in 1965.
