The airport was originally named the "Syracuse City Airport at Amboy" when it opened in 1928, handling airmail. After World War II, the base was leased to the city and, on September 17, 1949, the Clarence E. Hancock Airport (named for the area's Congressman) opened to the public. The airport had three concrete runways, 5,500 feet (1,700 m) long and 300 feet (91 m) wide.
